Senior Project Development Manager → Deputy Project Director → Acting Project Director · 5 years

Led EIS approval for Critical State Significant Infrastructure, managed the Federal & State business case and funding approval, and drove value engineering across the program. Directed multi-disciplinary early works across 23km of utility relocation — clearing the critical path for major works — then led the interactive tender process with three Tier 1 contractors, structuring bespoke commercial risk-sharing arrangements for the $1.35B Design & Construct contract.

Bolivia Hill: led project development in a remote, geologically complex environment — resolving significant geotechnical and environmental challenges — and secured Federal & State funding approval, transitioning to delivery on schedule.

Briner Bridge: led project development including planning approval and funding approval for the investment decision — enabling the reconstruction of a 113-year-old heritage dare truss bridge crossing the Upper Coldstream River. Lawrence Bridge removal: a technically complex civil operation on a live waterway. Demonstrates capability across project development, approvals and funding for technically demanding regional civil infrastructure.

Strategic flood recovery program across roads, bridges, drainage and landslips.

Senior Project Manager · Flood Recovery

Following a significant flood event across the Kempsey LGA, coordinated initial damage capture across the affected road and bridge network, developed the strategic recovery program, set delivery direction, and supported Council in onboarding internal resources and specialist consultants. Led preparation and submission of Essential Public Asset Reconstruction applications to the Reconstruction Authority to secure funding approval, and managed Immediate Repair Works delivery.
